Did you know that approximately 1 million low-income Texans get free cellphone service, including voice mail and call waiting? You pay for this through a tax on your cellphone bill. Heck, I pay for my own phone, but I don't have call waiting, and Mr. Essie May doesn't even have voice mail. The theory is that people use these phones so they can stay connected and get a job with them. How many do you think really use them for that?
