Dallas County is being sued by Chris and Carl Sempe. In 1990, their father was placed in a holding tank at the Dallas County jail. He switched the channel on the television. This evidently violated some kind of inmate protocol. So Darrell Keith Hartfield, a self-described "peacemaker," clobbered Sempe and killed him.
Dallas County could easily prevent liability for incidents like this. Take out the TV's!
