Does it work both ways?

The police chief in Coopertown, Tennessee, requires applicants for positions in his department to take a polygraph test to see whether or not they are racists. I have several questions about this policy, but my main one is this: Are black and hispanic applicants required to take the polygraph? If not, who's the racist in the department?
