Tammy Greenberg of Dallas bemoans the fact that the City of Dallas is slashing its budget. She says there will be even fewer people to clean and maintain the parks which are full of discarded plastic bags. She wants to solve this problem by taxing plastic bags.
I have another idea -- instead of punishing responsible citizens by burdening them with yet another tax, why don't we just impose stiff fines on the offending litter bugs and use that money for cleaning the parks?
